While Fort Joy is certainly possible taken straight up on Tactician or Honor, you can also beeline straight to Atusa, get her leg, play hide and seek, meet Withermore, sneak into the dungeons, pick the lock on the big door, distract Kniles with Atusa's leg, escape through the sewers, and then re-enter the fort. Lizards can dig without shovels. Baladir, the guy standing by the coffin in the south-west section of Fort Joy, will also sell you a shovel. He might also drop one if he dies; I don't know. In my session, Baladir doesn't have a shovel. However, Burro (one of Griff's thugs that pester some elf) does.

The main point of doing that is for one of the pieces of the tyrant armor set. Which is ♥♥♥♥. Teleport a party member up to tower, there for a second and then immediately back on ground. When there, can't reach. There's a tower in west of where you find Garteh the first time which has some vine that don't reach the ground. If you mean the entire Act, ideally Level 8. The fort itself I believe the game expects you to be level 4-5, since the magisters are level 4 before you escape.
